Manny is so far past his sell by date already, that waiting another year just means 3 farcical fights in a row. Standard stuff for floyd.

All time wise, he is definitely top 50. Due to all the fighters he has ducked and those he ducked during their prime but fought when they were older, I can't rank him higher than 30. If he fights Pacquiao, he would be a solid 25. He never tested and made his skills shine against true opposition like Pacquiao did.
It just can't be a coincidence he didn't fight Margarito, Williams and Oscar for a second time and now Manny for all these years.
Khan being Floyd's number one and only choice for May 3rd just sums up Floyd's mindset I'm fighting the best in the world.
I'd regard him as the best fighter who never was.
He doesn't have that fight that defined the greats. He doesn't have Ali facing Foreman, he doesn't have Leonard facing Hagler. It's those fights where victory was far from certain, that the greats wanted and defined them.

I would rank him as a greedy selfish piece of sh*t if he fights at 147 for the next two years and does not step down from the titles he owns at 154. I would not rank him any higher than I do now unless he beats Pacquiao who I expect to be Bradley. If he beats Pacquiao he goes higher. I rank him as one of the 5 or 6 best welterweights in history along with Robinson, Hearns, Leonard, Trinidad and Napoles. He would also rank at or near the top guys in the history of 130,135 and 140 pound champions. I don't rank him at all at 154 because all he did was beat fat little Cotto and Canelo at a catchweight of 152.

There's a limit to how long you duck, and wait for the other guy to age and decline. That's just common sense.
