But the point I'm making, is that no negotiations ever took place, because Kohl refused the mere proposal of it.
Now it seems obvious to me, that if HBO had brought Dariusz over to the U.S. to fight on Roy's card, to both introduce him to the U.S. public, and to hype the fight, then of course they would have been an agreement/contract that both fighters would have met afterwards.
There's no way that Davis and HBO would have gone to the trouble and expense, to not have them meet afterwards.
It seems to me, that you're implying that if HBO had offered a guaranteed shot at Roy afterwards, along with the proposed double header, then things may have turned out different?
But there's no evidence to support that theory.

Kohl did try to get Jones to Germany multiple times. Jones flat out refused to go.
Roy made it clear that he didn't want to go to Germany.
In 2001, he said "I don't think a knockout would be enough over there!"
But Kohl would never sit down with HBO to discuss terms for Dariusz to fight in the U.S.

The first part sounds right - another typical promoter beef. Admittedly, I don't recall what happened there. I do recall the WBA asking Michalzewski to defend against their mandatory and he opting to defend the WBO mandatory instead. So they stripped him.

Well he was a superstar in Germany, not Europe. And he had other opportunities to fight Jones in the states aside from the undercard. I remember the NY Daily News giving us a weekly play-by-play on negotiations. HBO stepped in an attempt to meet with Kohl and after weeks of playing tag they decided he really wasn't interested in fighting Jones.
