Why can't Manny move up and down weight classes from 147 to 154 like Floyd?

Top Rank doesn't have anybody at 154 on their roster big fight worthy.

Because manny is the king of catch weights. If you want to fight him, you either go up in weight or down

Floyd moves up and down weight classes between 147 and 154. Floyd is about only an inch taller than Manny but they both weigh in about 150 on fight night. So their weight is not a factor because they weigh the same. The only difference between their size is their height and reach which Floyd has the slight height and reach advantage. But honestly I think they're about the same size they even weigh the same. So why can't Manny go up and down these 2 weight divisions like Floyd? They both fight guys that are much bigger than them anyway. If Manny thinks he is just as good as Floyd he should be moving up and like Floyd too right?
