Cocoa was two classes ago (year before this last with Gatti) and yes he was: one of three. One of three in the Modern category. There are multiple categories (the IBHOF website lays them out). We (BWAA) vote on Modern. That's the list of names/bios at the start of the thread.
There is no threshold.
No percentages.
Top three vote getters are inducted in the Modern category each year. It used to be four. That's when a lot of the more controversial votes happened. Classes have generally been stronger since but it's a system that not everyone loves (myself included).
However, the HOF largely stays open based on having a class every year so the incentive to have fresh inductees exists.

I thought at least 3 guys have to get in, with a threshold being at a certain percentage and if at least 3 guys didnt meet that threshold, the top 3 percentages get in

It is. Jeffra was in the old Ring Hall. The IBHOF should have inducted all those guys en made at some point. I've been in touch with members of families of old timers like Jeffra who are waiting for the call. Be a shame to see them pass without just due.
Exactly for reasons like that there should be a hard lobby for change.

In recent years RING acknowledged that their recognition of Jones as lineal was bogus too.
A lot of those names I thought were already in.
It's a sad state of affairs that the likes of Kingpetch, Overlin and Archer aren't in the HOF already.
Where is Booker? Not even on the list of candidates?
Calzaghe is obviously going to get in, he really shouldn't though over some of those names there.
If it wasn't for his eyesight deteriorating and career getting cut short who knows how much more highly regarded he would be. His wins over Archie Moore and Holman Williams came in his last three fights when his eyesight was already starting to go.

I can't hardly believe Masao Obha is not already in also the Prince should be admitted but his entrance walk should be limited due to time restaints

The Hall of Fame has nothing to do with the bio sheets. I organize those with a committee for the BWAA voters.

Agreed. I think it's tough to gauge guys like, for instance, Tiger Jack Fox and Jimmy Carruthers, both of whom I believe should be in the hall of fame. Their records don't tell the whole story, and it's tough for guys like that to get a groundswell of voter support all these years later.
Sven Ottke, too. Imagine how epic it would be if Ottke and Calzaghe get inducted at the same time
Ottke is unlikely to ever get in. He's right there with Gustave Roth as far as fighters people wonder how they got on the ballot. Calzaghe is highly likely to go in with Oscar and Tito. That's your class this year.

I am an advocate of moving the Modern voting line from 1942 to 1960. Let the Old Timers committee handle the guys who are stuck (Jeffra for instance) and let he modern be modern. 42 made sense when the Hall opened. Not so much in 2013.

No. I think this is the biggest lock class since Duran, Pea, and Finito were the first year eligible guys.

I'd like to see Jeffra, Gushiken, Hamed, Betulio Gonzalez and some others in eventually as well. It's an imperfect process but they do a good job giving boxing a real Hall without the sort of backing a team sport with leagues can provide.
