Pac wouldn't have become #1 if Mayweather didn't have time off. He wouldn't have got the DLH fight either. Mayweather taking a break helped Pacquiaos career.
Pac became the first and only 8 divisions champ and 4 lineal champ on Earth has nothing to do with Floyd fake retirement. In fact if he didn't fake his retirement most probably he has no choice but to fight Oscar rematch, prime Cotto, prime Mosley, prime Margarito, etc.. and already suffered a loss or two.
Manny became #1 when floyd retired. WHen floyd came back he beat #2 JMM clearly, the same guy that the majority (meaning more than 50%) thought beat Manny in the rematch. Voters than realized "duh what the *fcuk was I doing voting that guy #1" and voted floyd #1 since then.
You are right. Pac became number 1 after Floyd faked his retirement. Nobody can deny that. I admire your courage though using a lightweight as an excuse after Floyd weight cheated him at welterweight catchweight.
This is Floyd resume and accomplishment after he faked his retirement then came back. From 2007 after the Hatton fight, he weight cheated Marquez after tricked him to fight at welterweight. He fought past prime Mosley after his long lay off. He sucker punched the great Ortiz. He fought a past prime Cotto but not the one the reason of his faked retirement. Recently he beat HOF figter Guerrero. So between 2007-2013 he fought just 5 times for nearly 6 years! Did you know? Pac between 2007-2013 fought at least 13 times including their 5 common opponents in which 2 of them he retired and the other two beat the hell out them.
Floyd became no. 1 after Pac lost. Is not like he is the one who beat Pac or he beat the great Ortiz and HOF Guerrero.

no it doesn't but it means you're doing something right. However Nonito is a very skilled fighter, very good counter punching, timing and power. But why I believe he's more skilled than May is because he's just better. He does things more perfectly as I like to put it, landing on his is even harder than landing on May and he's more accurate as well.
More accurate?

You are comparing a 12 fight pro sample with a 44 fight sample.
Nonito is more skilled than some of his opponents, but the rigo fight made clear to everyone that cutting off the ring, jabbing, countering and dealing with movement are areas where he is lacking, at least when in against an elite opponent.
Rigo is a highly skilled technician no question. But I think the numbers (especially factoring in talent level of opposition they are achived against) show you are probably saying this based on opinion.

The convenience of mentioning Ortiz and Guerrero but not Cotto: Priceless
Floyd faked his retirement to duck young prime Cotto. Floyd beating past prime Cotto is not worth of mentioning.

FOTY has no bearing on skill and talent. It menas Nonito had the best year as a fighter. Rigo is far more skilled than Nonito which is why most educated fans on NSB picked Rigo to win. Beating Nonito doesn't mean you are more skilled than floyd either.

P4P Rigondeaux is better than them all. When was the last time we saw someone with less than 20 fights beat the FOTY with such ease. Rigondeaux skill set surpasses Floyds

It's clearer than ever Floyd's p4p #1. As much as I don't like the guys manipulating, cherry picking persona it's without question he's the best and one of the best in a long long time.
Ward is overrated. The SMW division went from being weak in peoples assessment one day, to one of the deepest the day the SMW tourney was announced.
I like Martinez but he doesn't have any notable wins to make a #1 claim, and it's highly debatable whether he beat Murray or not.
Manny's been thrust way too far down the list after what was actually a win against Bradley, and an unfortunate KO against an old foe. He'll climb again but no ones threatening Floyd.
The people who make it "RING" know what it means, So clearly you don't as you think floyd is not number 1. Who can beat Floyd at WW today? Who can beat Floyd at JWW today? Who can Beat Floyd at JMW Today? Compubox.com Plus/Minus Stats tells you FLoyd is the best Pound4Pound.
Hes Number1.

147 is pretty weak now, when i twas rocking he avoided just about everyone. A 08-10 version of Manny beats Floyd, Margy at one stage hurts him bad, A mosley at that time probably KOs Floyd but at the time Floyd said "I odn't fight anyone with 5 losses" :liar:
If you're measuring with that stick then Mayweather has at least 4 losses of his own.
There's only two I can think of, Castillo I and the Judah fight where Uncle Roger interrupted the fight and strangled Zab in what should have been a DQ.
Floyd isn't the bestfighter, everyone knows that.
He is the best at something though, but there are people better at other things. And also fight tougher opponents than Floyd does and more regularly.
