A former sparring partner of Kelly Pavlik, Boone has a win over Adonis Stevenson. Furthermore Boone maybe won the fight against Andre Ward: after he knocked Ward down, Ward went on his bicycle, and I can see how someone would score this fight for Boone (it was only a 6 rounder though).
Furthermore Boone fought against Kovalev and lost "only" via split decision. I haven't seen this fight yet, so I cannot comment on it.
Boone's record shows he is the "typical journeyman", but then again, those fights against Adonis Stevenson, Ward and Kovalev show he might have had a total different career with the right promoters and trainers.
Maybe he even won the first fight with Kovalev in reality, I didn't see it, maybe he got jobbed.

Promoters purposely give journeymen the caliber of Boone short notice. They don't want their prized prospect to fight a fully prepared fighter that can defeat them. When the Boone's, Corley's, and (formerly) Augustus' of the world get a fair shake, they can give prospects all they can handle and then some.
It is extremely tough to turn the tide after becoming a journeyman because you're stuck facing prospects in their hometowns, but get paid better money than trying to build a winning streak to try and become a legitimate contender (e.g. Salido).

I read an interview where he said he doesn't train properly for a lot of the fights and that when he trains properly he's always competitive.

He never had an amateur background and was fed to the wolves really against guys like Ward, Kovalev, Pascal, Lara, McEwan etc who was highly decorated amateurs.
he's got quite a few upsets, but he got stopped by both kovalev and stevenson in the rematches. the only part i saw of ward/boone was when boone hurt ward and he held on for dear life. i'm about to look that up and watch it. not sure how i feel about your "he might have had a totally different career with the right promoters and trainers." statement. i feel like a lot of fighters could use that statement.
