I've just had a horrifying thought

Vazquez was offered the Broner fight for November and turned down 300K for it, according to Gomez from Golden Boy. Burns arguably has a better resume at 135 than either of those guys, his wins over Moses and Mitchell were against Top 10 guys at 135. I don't even think Vazquez has ever beaten someone ranked in the Top 10 at the time. Abril would have been a good fight though. That was never confirmed by Team Vasquez. In any case, Broner fought DeMarco in November, Vasquez fought Gesta on a Pacquiao undercard in December and after that fight Vasquez said he wanted Broner. Instead of Rees, Vasquez should've been the fight to make, or renegotiate. If they turned down the fight once (likely having been in Gesta negotiations for December) that still beats turning the fight down on like 3 different occasions by Burns and still saying 'I wish that fight would've happened.' As for his resume, I don't think much of those wins. I don't think he had the tools to make it competitive with Broner...not to mention it seemed like he didn't want the fight.

Broner is talking about how he can lose weight easily, so I wouldn't be too surprised to see that fight if all the GBP 140 champs are deemed too risky for Broner. He may have to travel for it however. I do wonder if Peterson's next fight was made at 141 so he can be lined up against Broner for a title later in the year. No. The fight was made at 141 because the IBF said they don't allow "unifications" for interim titles, because Lucas' title is interim. So rather than one guy giving up their title, they decided to make the fight still, it's a big fight after all, at 141 lbs. Schaefer said both guys were more than willing to fight at 140 for their "titles".

I find it more likely he uses the belt as a crutch to weather through fights he doesnt want by making statements like "Im the champion, if he wants to fight the champ hes gotta fight by the champs rules"

I'm cool with it. Beat Paulie, get a decent win there, move down to 140. I'm still pissed Broner-Burns didn't happen.
