A member posted here that Rigo has already set his legacy by beating Donaire. So, if Rigo keeps fighting nobodies, then his legacy is still set. Rigo needs to keep fighting top 10 opponents in his division, whether at 122 or moving up in weight.
A future HOF? Yes, if he keeps fighting top guys. No, if it is only basing it on the Donaire win. But its up to the HOF decision makers to do that.

Hype is getting out of control. One really good win and Rigondeaux went from unproven hype to better than Mayweather, P4P #1, instant hall of famer, GOAT.
He's good, but he'll need to either dominate 122 for another few years or go up in weight to get into the hall of fame for his professional accomplishments, and get 4-5 more good/solid wins.
He would have gotten in regardless because if his amateur career and how amazing he was there.
