Sure but if we speak about ability then Charr (limited as he is) is definitely worth more than those three at their stages when they fought Haye.

Considering he's coming off a long lay off Charr isn't a bad opponent. An active Vitali fought him not long ago so, it doesn't disappoint me. As long as he fights a better opponent in his following fight.
The fact that Vitali fights someone is not a sign of quality. Charr is not a good fighter. He's top50 material.

If its done deal it makes sense for Haye, Charr is ranked at 8th in the WBC so it makes sense if hes trying to lock in the next mandatory slot to face Vitali.
