I personally think Robert Garcia is the better trainer when it comes to pure boxing. He actually trains his fighters on how to box effectively in every aspect, whereas I feel like Roach's training revolves around nothing but speed and power.
In most Roach training videos, especially when he trains Pac, is just him telling Pacquiao to throw fast combinations and then take a step to the right. Then when Pac actually fights he does none of that. All heavy bag and pad work it seems. I guess you could say it's been working since he hasn't lost but you can tell he's a one dimensional fighter throwing wild punches from weird angles. Seems as though this is something he picked up from his training.
Then we have Amir Khan, this guy is just the epitome of an incomplete fighter and I think it's due to his trainer. Horrible defense, throws wild jabs, and don't even get me started on his inside fighting.

Garcia doesn't even deserve to wrap Roaches sparring partners hand's lmao. This is the same guy who wouldve got Margarito killed if not for Pacs mercy and allowed rios to go ass out and lose his titles on the scales.

freddie roach doesn't seem to give his fighters any words of wisdom in the corner
garcia seems better at comforting his fighters and keeping them calm imo.
Both are presently making the mistake of training too many fighters in my opinion.
Freddie Roach is experienced but his styles fight a certain type of fighter, Manny. Freddie will develop exciting fighters and help a fighter develop power in both hands.
Robert Garcia trains a variety of type of fighters. Rios and Donaire are complete opposites and does a great job on both. Is a good strategist.
Freddie Roach is great but his waning health might be effecting him. So I say Garcia is a better trainer now.
Garcia has a lot more to prove before I would put him with Roach,so right now I would say Roach..But Garcia might have more potenial to do greater things,with more fighters then Roach...
Roach knows of two of his fighters who tested positive for PEDs
DALLAS – Freddie Roach, the trainer of Manny Pacquiao, said he has worked with two fighters who tested positive for performance-enhancing drugs but takes precautions so it won’t creep into his gym in Hollywood, Calif.
Roach said one of his former fighters, Justin Fortune, was known to have used PEDs and James Toney twice tested positive for steroids, once when he was working with Roach.
“I won’t say I didn’t know,” said Roach, referring to Toney. “I never asked him, though. I never had a conversation. I could see his body structure had signs, his traps and stuff. He was either lifting a lot of weight or he was on (something).
“… I think I had one other fighter on steroids also, Justin Fortune. … I know he’d been there before.”

I'd say ROach even though I feel he's overrated too.
I feel roach knows more boxing triner wise but I think he thinks The way he taught Manny or reshaped Manny is the best technique so He trys to make all his fighters fight in that style, which he hasnt had any success in doing. All his fighters last year lost. Cause he teaches them nothing but be first and dont back up and when you get out get out in angle, thats it. Where as robert teaches all his fighters based on what they good at and he perfects that style and adds some lil extra here and their he doesnt try to change the fighter into a completely different fighter.
