Why can't Team Floyd initiate the negotiations?

For someone who says he really wanted to fight on May 5 and given that the judge had given in to his so called 'obligation' (in which no contract exists yet to fight yet anyone at that time), you'd think they would be eager to make the offer to Top Rank and not waste time. Instead, all you get is a tweeting thug and a diva promotional company who just sits there and waits for someone from TR to contact them? TR has been a diva also when it comes to any Mayweather negotiations, but shouldn't be the one under time pressure to fight initiate the the contact? Is tweeting a form of negotiations now?
