I don't think there's an extra 5 mil to be given here. Maybe he can scrape off Marg's purse. From what I understand, Miguel is making about 5 mil while Tony is making 2.5 mil. Make it 6 mil to 1.5 mil and I'm sure Miguel will fight in North Dakota.

Ill love of the fight to be in Texas, but I dont think that Cotto will like that since Marg will have all the support from the Mex in the area.

Boardwalk Hall in Atlantic City holds 17,000 for concerts, which is about 5,000 less than MSG (I think). They could cut off sales at 17,000 and still do it in Atlantic City but I think the most likely place to put it would be the IZOD Centre in Jersey as it's a lot closer to NYC so it would be feasible for people who have already bought tickets to still attend the fight.
You can't really move this event more than a 1/2 hour drive away only 2 weeks from the fight date. They would have to give out way too many refunds and attendance would be bad.
