Pac didn't fight at 130 lbs until 2005 he had over 40 fights at the time. Mayweather struggled a little moving up in weight but Pac is even smaller and he seems not to struggle at all??? All fighters struggle with weight at some point whether they're moving up or down. As small and short as Pacquiao is there is no way he can gain that much muscle and weight and not lose any speed or power. No way unless PEDs are in the equation.
