The one fight people truly want to see from Mayweather is a fight against fellow champion Manny Pacquiao but it has twice fallen apart at the negotiating tables. And while there is a lot of smoke and mirrors involved, Sugar feels he can see Floyd’s actions for what they really are.
“He’s never going to fight Manny. I’ve never thought so. Haven’t we had that discussion before? I never thought it would happen. Here he is, a total disconnect from reality. After the fight he said ‘I’ll fight Manny if he agrees to taking the Olympic-style blood testing’. Has he ever noticed that twice he did, in two different negotiations? No, he doesn’t want to fight Pacquiao and he might not want to fight at all.”
I still think this fight will happen the numbers are just too silly for it not to. It's true though that Floyd could have made this fight happen already but decided not to however way you look at it OS testing is just an excuse, its not necessary, its not required by any of the commissions so why ask for it when there already exists sufficient testing protocals.
Of course there is a strong possiblity Floyd wont fight Pac. Because Floyd knows if he beats Pac it dont mean people will end up thinking he is a greater fighter than FOTD pac. It just means he beat Pac just like Morales did.
Pacs whole career is above FLoyds. Yeah Floyd is 5 weight champ, well Pac is 9. ANd hes beat people without referee help.
When SRL, Duran, Hagler, Hearns fought each other, you never got the impression the ref was biased against any of them, the ref treated them equally. The help Floyd got from Cortez to beat hatton will ruin FLoyd forever. Thats why Floyd can never ben mentioned in Hagler and SRLs breath, let alone Pacs,

Bert Sugar is spouting nonsense. Manny Pacquiao never agreed to a full random ost schedule in the first 2 negotiations. His team balked at 14 days (that they were able to pressure Floyd down to - that was stupid not to jump on that deal) and then came back and wanted to agree to that condition AFTER Mayweather did random ost with Mosley and AFTER Floyd stated since he and Shane went the full program up to a fight, so must Pac.
Kudos on Floyd Mayweather on the first round of negotiations. Team Pac actually had the fight in their hands and are the ones that ducked.
Now.. all we get is mutual avoidance by both men.
Floyd contradicts himself in the worst way and says 'no Manny' after Ortiz (and is STILL claiming that reports aren't true and Manny still won't do ost up to a fight),
and Team Pac is STILL trying to find a way around random ost by running to the Philippines to avoid being subject to USADA for a full camp. Blame Bob Arum for that one, he made it sound like Team Pac has to hide from them.
and I STILL haven't heard Team Pac or Arum state what they agreed to was full RANDOM testing. Arum keeps barking about 'we agreed to testing' but we know he means involvement through a boxing commission's approved regiment or now WADA - which deferred to USADA as being perfectly suitable as an overseer for tests. And now we find out old man Arum is robbing Manny, so we know we can't trust $#!% he says about the testing and his bias, accusations at USADA.
So we have a stalemate. The media has blown its wad pressuring Floyd and he actually caved one time - and Team Pac walked.
How about they try that $#!% on Manny now, so maybe this avoiding each other crap can stop, because we all know Arum's going to put Manny in with Bradley (who we know got promised a fight by now just like Marg) after Marquez and will again swear he tried to get the super fight done.
Omg it's so f'ing simple, put the heat on Manny and just see if Mayweather's bluffing... finally.
I don't think we'll ever see real contract negotiations again until the sports media does it job.

I just named 2 Great examples. SRL, Hearns & Duran moved up but didn't dominate. PBF moved up & dominate but not against the best coz he's avoiding the best.
I predicted this Pac-PBF fight will happen when the going sentiment was that Pac was too small for Floyd in 2007. This was my predictions when I'm still at ESB. But I also have a HInt that Floyd might duck! Here's the Proof!

The only way that this fight will not push thru is if Floyd ducks Pac.
i agree with the fellow historian. the fight won't happen, except maybe very late in their careers (late 2013). i think there are multiple reasons, some of them not related to pacquiao specifically. floyd doesn't seem to trust arum, and we know he hasn't fought any arum promoted boxer in years (cotto, margarito, clottey, mike jones). most haters attribute it to ducking, but the common culprit is actually top rank. we probably know why: arum is notoriously hard to work with, that's why we see few co-promoted cards, we saw arum's explosion when showtime announced their card for dec.3rd 'we will retaliate!!!'. that's not how you treat your ex. business partners.
