The way i see it, if Hatton managed to give Mayweather some problems early in their fight, i think Ortiz has a chance of an upset.
That was Mayweather at his prime, and even though he put on a masterclass against Hatton, Hatton managed to cause some problems at times.
Ortiz has underated boxing skill imo, we know hes an aggressive puncher with fairly fast hands but he also has good boxing ability. Hes also fighting a Mayweather thats not in his absolute prime. I think Ortiz could seriously trouble Mayweather in the early rounds maybe even wobble him, but I can imagine Mayweather figuring Ortiz out by the middle rounds.
Maidana isn't as good as Mayweather. Mayweather, doesn't hit as hard as Mayweather. Different fighters. All there is to it.
Regardless, you beat someone the way you beat anyone Being better on the night. Night in life. Not in legacy. Not in anything other than the moment. A decent jab, body attack and in and out movement. Get Mayweather to respect his shots and start to tag him early. Don't be timid, but don't be reckless.

Actual Floyd is a mystery because he hasn't fought an elite primed fighter in over 10 years. Has fought shot fighters like Delahoya, Mosley Gatti, than little guys like Hatton and Marquez. Floyd had trouble with Hype job Hatton for 7 rounds, Victor Ortiz isn't a little guy that he can push around like he did to those little guys Hatton and Marquez. Victor can pull the trigger Mosley and Delahoya were shot fighter's as Freddy stated they can no longer pull the trigger. Mayweather sucess has come from fooling fans by carefully selecting name fighter who skill's were diminishing or smaller men who are ranked on the P4P list to fool the not so bright by claiming he beat the number 2 guy but left out the fact that he out wieghed him by 15 to 20 pounds at fight time.
My strategy for ortiz
Intelligent pressure, constantly moving to his right and firing combinations. You are not going to outbox Floyd. pumping that right jab and firing that straight left down the middle. don't worry about hitting him on the chin the first few rounds, just hit him anywhere. constantly moving to your right. gotta stay on top of him and keep him off balance, but not reckless like hatton. make him fight your pace. floyd and hopkins have a unique ability to make fighters box at their pace. oscar and judah were effective for the first half of the fight, but had stamina issues and floyd caught up to them. hit hm on the arms and bang that body !!
If Floyd is the same fighter he was against Mosley, i don't see him having any problems with Ortiz.
Only way Ortiz wins imo, is if Floyd has declined alot since his last fight which could always be a possibility.

but to stick to your question:
1. First and foremost Floyd will have had to decline further physically from the SSM fight in terms of speed and reflexes.
2. Ortiz must improve from the Berto performance. He and his trainer said it was 70% of what they think they can get to. Ortiz needs to find the other 30% against Floyd.
3. Ortiz has to find a way to impose his strength and size. This may mean going after Mayweather like a wolverine attacking a snake early and risk getting put down first.

The only way he will beat him is if floyd gets overly aggressive before felling out ortiz....that wont happen . Floyd is too smart and know how to use his abilties....which are second to none, and win, no matter what the haters say
