Marquez. I have Marquez at p4p #3 behind Floyd and Pacquiao, ahead of Martinez, and if things played out the way you say then Marquez gets the top spot for me.

You can't be #1 P4P if you fight 3 times in the last 4 years. Inactivity can get you off the list.
Obviously, it depends on how the fights go. If Floyd wins but doesn't deserve it and Manny loses but got robbed, then neither should be considered the top dog. Under those circumstances, for example, my list would go something like this.
1. Sergio Martinez.
2. Floyd Mayweather.
3. Juan Manuel Marquez.
4. Manny Pacquiao.
I would place it this way for a couple of reasons. Martinez has been on too much of a role to keep him seated at number two when Floyd isn't even ranked at this point due to inactivity and hasn't been fighting for prolonged periods.
So, Martinez would be the top guy. After this point, you'd have to go with Floyd Mayweather simply due to his previous work and a decent win that would at least let you know he's boxing again. Whether or not he deserved the win wouldn't factor in much because he'd stil have his accomplishments and an undefeated record. He would be followed by Marquez who lost straight up and falls short just comparing skills. So, he'd be no higher than third and Manny would follow him due to the fact that the fight would have been questionable.
That's just one example. It's very difficult to make a list like this, simply because we are dealing with the hypothetical and than trying to predict the future.
Still, I'd imagine that in most circumstances, Martinez ends up heading the list.

i can understand the first two i dont agree with jmm due to him beating p4p but i can understand it. but how can u penalize martinez because ever1 is scared to fight thats crazy to me you really think he cant beat everybody at his wieght.
Depends how Floyd looks against Ortiz and Marquez beats Pac. If they both beat their opponents in equally dominating or competitive fashion, I'd say JMM. If Floyd dominates Ortiz while JMM squeaks by Pac, I'd say Floyd.
