Two of the losses were early in his career at Flyweight! It happens. I guess Flyweight was not his best weight. I am pretty sure the most recent one was about 6-7 years ago in his first fight with Erik Morales Via UD. One Draw to Juan Manuel Marquez who has been known as one of the only people that are seriously capable of fighting a good fight with Pacquiao. And the 2nd was in the early 2000s to an unknown opponent. So what?
That's why they hated him so much, because, he keeps on winning above 135lbs against taller and heavier opponents!

Those where very early in his career except Morales who is a legend. Do you really want to suggest Pac is not a great fighter because he has a couple of losses and draws on his record? Okay, let's throw out Sugar ray Robinson, Muhammad Ali, Ray Leonard, etc. etc. etc.

It does not matter how you get to the top, it only matters that you get there. Johnny Nelson lost 12 times before he won the wbo world title, including his first 3 fights. Once he won the title, he remained undefeated until his retirement. Every fighters path is different, it is incredibly stupid to compare.
It is obvious to me that manny was killing himself to make weight at 130 and below, thus he could not fight at the type of pace he has been able to since he moved above that, I have noticed the same thing with miguel cotto when he was below 147, he could be hurt, and he could only fight in spurts, from the evidence this also seems to be the case with victor ortiz as recent examples.
I am not going to discuss his early losses, it is obvious he was not training as an elite athlete should, he didn't even have a real trainer.
