You can't award lineal titles with hindsight. Either Williams was still ranked #2 at Welterweight when Marg fought Cotto, or he wasn't. If he wasn't, then that fight was for the lineal title. If he was, then it wasn't for the lineal title. What happened afterwards doesn't make any difference to that.
You didn't rank Williams at Welterweight at that time, but pretty much everyone else did, including all the respected independent rankings (Ring, boxingscene, espn, yahoo, boxrec).

That's different though because Hatton was the Lineal Champion. Having his Lineage stripped because he has brefily left the division is unreasonable, Hatton actually did return to 140 aswell which helps. Had Williams been the Lineal champion when he moved up oringinally I wouldn't consider Margarito Vs Cotto for the Lineage. But, he wasn't.

But Williams did not plan to move to Jr Middleweight, he only signed that fight at Jr Middleweight because he couldn't get a meaningful fight at Welterweight at the time. He had every intention of fighting at Welterweight again. In September that year he tried to make a fight with Clottey but HBO refused to fund it. He also tried to get fights with several other Welters around then but only Clottey was interested. Then Williams offered Margarito $4 million to fight him in January 2010, but Marg turned it down in order to fight Mosley for $2.6 million instead, which was a clear duck. So I don't consider Williams really left the division until after Jan 2010 - and certainly not as early as the Cotto-Marg fight.

The fact he hasn't fought there since tells us that those 2 were THE best fighters at the time they fought. If I didn't consider it for the Lineage then (which I did as Williams was fighting at Jr Middleweight) I certainly would now as the 2 outright best fighters left in the division fought each other to see who THE best fighter was.

Most consider Mayweather to be the current lineal champ. Some, including The Ring, still consider the lineal title to be vacant.

When Shane fought Marg, I didn't consider it to be for the lineal title for the same reasons The Ring's ratings panel voted against it - see here.
