If we listen to Roger Mayweather, he talks about Pacquiao using PED's in a way that makes it sound like it should be obvious to everybody what Manny is using.
For the sake of this, let's assume it as correct that Pacquiao's camp has agreed to a 14 day testing deadline, but Mayweathers wants potential random testing right up to the day of the fight.
What is it that the Mayweather's seem to believe Pacquiao is using, that he can wait two weeks before the fight to start?

There are PEDS that can clear from the body in a matter of hours. The Mayweathers consulted Victor Conte who actually recommended a 5 day cut-off. Pushing for a low cut off date is more than reasonable.
I personally think what this boils down to is people wanting to see Floyd whooped so bad, they don't care if their guy might be juicing, because no one in their right mind should not want all fighters proving they're clean.

The only thing i really don't understand is the mayweathers' pronouncement Pac is so easy to beat and this is usually parroted by flomos here and other neutral boxing fans.

I don't want to deal with anything above and beyond what is necessary to establish a mental and physical readiness. It would be a p.i.a but I would have to do it for the money yet pac is one of the richest individuals in the philippines so what does he gain and can easily gain it by taking more fights like he is now to make up for one big pay day?

A few. Marquez wanted it for a 3rd Pac fight. Paulie would've. One of the other high profile Euro heavyweights wanted Wlad tested for their fight, and there was another at the lower weights. Might be one or two more instances since the last, but I can't recall.

Manny will take the test between rounds. Floyd is not active in boxing to even re negotitate. Pac said many time he is willing to any test even during the fight.
