Which is why I'd compare him to Jr Welterweights even though his resume is thin in that weight class.
His name being brought up with the likes of the fighters listed from the past shows how far Manny has come.
Pacquiao is the worst fantasy fighter. A very small welterweight when compared to the great welterweights. A raw-one dimensional featherweight when compared to the great featherweights. Don't even bring up Flyweights.

Pac at 140+ has been in a different class to his opponents and operating on anothe level. Pac would beat Duran @140 and 147.
Sure SRL is a better name than Cotto and Clottey. But Durans win was a scrappy hard to score win, and Duran probably fought the best fight he could and did the best he could in that fight and SRL probably didnt. Well we know SRL didnt.
Pac was dominant so you cant say because Durans has a better name he would beat Pac.

Like the present day they tried underestimating Pac. But after Pac beat DLH they just make Pac favourite so they dont get egg on their faces.
So Pac would be made underdog against SRL. But after pulverising SRL, the bookies would make pac favourite against the rest of them. And he wouldnt get no credit for beating any of them. Because hes expected to win.
I can't answer this question properly until he fights Floyd, because I have nearly every fighter on that list beating Manny as of right now. So far he hasn't fought anyone close to the caliber of fighters mentioned at 147 and above.
That last statement is true. MOst underestimate Pac as a great boxer. Thats from a die hard Mayweather fan. YOu know how it goes around here "older means better".

He still beats Oscar. Mosley probably knocks him out. Too much pressure for Quartey. He knocks trinidad out. He gives Forrest fits. Pernell pops himfor an easy 12rd decision. Leonard punishes him. Hearns is 50/50. I think he could possibly KO Duran if he fights like he did against Cotto. If not Duran slumps him with a body shot early.
If Pernell keeps the fight boring then he wins easy. If Sweet pea gets too brave then its trouble.
