Floyd Mayweather fought and beat the guy who brutalized Maragarito. Pacquiao did fight twice. But his second fight is against a guy who got brutalized by the guy who lost nearly ever round to Mayweather. Also, right before the fight Margarito got brutalized in, he was revealed to be a cheater. So it is possible that Margarito is not an actual world class fighter.
Mayweather deserves to be ranked ahead of Pacquiao.

His biggest wins are against Paul and Kelly.

IMO Montiel is a better fighter than Pacquiao!! More technical and better all around fighter. Montiel goes anywhere to fight good opponents not hand picked, flat footed fighters and at catch weights!! This list is just IMO. I respect other lists!! Im not a Flomo!! But floyd MAyweather is a much better fighter than everyone on my list!! its a fact!! And me as a Mexican i see when a fighter is good dont incline my judgement based on my nationality!! If there was a better Mexican, white, black or asian fighter than Mayweather i would put him instead!!
I agree with that, but I won't put him in the top 5 until he beats Donaire which honestly I don't see him doing. But this 1 of 2 fights that I wanna see next year and can't wait.
