Oscar was the man to beat at 154. At the time 154 was extremely weak with the likes of kassim ouma, that guy who beat ouma, mayorga, piccarilo, and oscar. Oscar beat the crap out of mayorga for a belt and would have beaten any of the other champs hence why people claimed him as the champ of 154.
Floyd was p4p #1 and the legit lineal welter champ. He beat baldomir who beat judah who beat spinks who beat mayorga who beat forrest who was the man at welter.
Everyone wanted to see that fight.

It was the #1 p4p best 147pounds against the biggest seller in boxing history, a legend and #1 at 154 pounds. But you would have preferred to see them fight their respective #1 contender ??!!

Much as I dislike Floyd I cant argue against him getting that fight, actually at that time I hadnt really stopped pulling for him, it was basically around that time.

Mayorga was ranked by WBC, which allowed him to fight for the vacant title. So obviously he did something right. Then DLH beat him, which allowed him to get that title.
Floyd was the best fighter at 147 and DLH was the best fighter at 154. They tried to make the fight a few years before they fought, but Arum could not give PBF a 15M guarantee to fight DLH.

Not every defense has to be mandatory. That fight already had a lot of hype behind it beforehand anyways.
But to answer your question, Floyd was the WBC champion at WW and when you move up, you earn a mandatory shot at the champion in the higher weight class. For example, Campbell owned the WBO LW title and when he moved up to JWW, he became the mandatory for Tim Bradley's WBO JWW title without fighting in the weight class a single time. That's just how it works.
De La Hoya earned it by knocking Mayorga out, and Floyd earned a shot at that title by becoming the p4p king.
