Before Devon/Cunningham called him a b**ch and lured him into a fight, he was planning to move up to 147. Assuming he still does it since he's probably not going to get another big fight at 140 anytime soon, how do you see him doing up there? Would you give him a shot against the B level guys like Andre Berto, Saul Alvarez or Mike Jones? Or what about the C level guys like Delvin Rodriguez, David Estrada, Richard Guitierrez, etc?
Having no power would hurt him big time. He would beat Abregu for sure though.
But against Top level guys he gets raped.
No way, Abregu will make him look like a can of ragu. Bet on it.
Berto would box rings round him on route to a comfortable decision.
lol with what? His oustandingly quick feet or his amazing head movement? Berto is just a come forward fighter with speed, power and decent accuracy. To his credit he does try to box sometimes, but he fails miserably. Against Quintana I saw him trying to move his head and he got caught with every jab thrown. And this was late in the fight when Quintana was already a beaten man, so that says a lot.

What do you mean by top level guys? I don't consider B class top level, and that includes Berto, Jones, Alvarez, and MAYBE Hopkins.
In my opinion he'd probably clear most of the C level opponents. Guys like Estrada, Abregu, Rodriguez, etc. wouldn't get past him. He'd probably give the B class guys the fight of their lives. Berto-Kotelnik and Alvarez-Kotelnik would be very competitive fights.
Soft guys lacking in power like Juan Diaz and Kotelnik shouldn't dream of moving up in weight. If I were him I'd push for a rematch with Alexander, somewhere outside of St Louis.
