So again, why the need for a guaranteed window, if you're clean and every test up until 3 weeks before the fight supports this, there will be no need to continue testing, but the option will be there in case any anomalies come up in the urine tests. What if after the 14 day cut off something strange is found in the levels of the urine tests, for either Mayweather or Pacquiao, they would not be able to do further tests after this point and someone might end up having an unfair advantage, completely defeating the purpose of the testing even taking place.

If it's about performance, accept that they will stop the testing in time, at the time of their choice, and just do your job. Why would a clean fighter need to know without a doubt that he will not be tested for 14 days? If there's nothing suspect they wont continue. If there's no PED that can benefit them at this point, then why ask, just let the USADA run their program in a valid manner.

Well, if the issue is the cut off date and not knowing when exactly the testing will stop, how's this for a compromise; The USADA agrees to not test any closer then 14 days before the fight, UNLESS there are any strange results from the urine tests after said date

In the first negotiation, there was no idea of how the program would work, and if Pacquiao was refusing all kind of testing unless he had a month of no tests, Mayweather decided to compromise. So, know that we know that the USADA will choose a point in which to end the testing on their own, be it 18-14 days, why is there a need to request it, or even argue it, if it will happen anyways in some form or another. The program was effective the first time, & I believe that the USADA does understand that the closer to the fight the tests are taken, the more of an effect the tests will have on the fighter, be it real or imagined, but still it should be their choice to set the cut off date, and their choice to continue if needed. If any of the fighters are allowed to choose a window in which they won't be tested then it defeates the purpose.
Don't get me wrong, i hope the fight gets made, with or without a cut off date. I've just always wondered why the possibility, however small, of getting tested at a given time close to the fight was such a deal breaker, when it's almost just as likely that the tests will end on their own earlier then the said date. The only difference to me is that Pacquiao and his team won't know when the tests will stop, and they need to have a gurantee of no testing for a given amount of time, and that seems suspect to me.

I'm not being objective, yet your the one claiming that the USADA works for Mayweather and tests when he chooses. Fact is random, means they can test whenever they decide, so there's no promise that they will test 24 hours before or 5, 7 14, or even 18 days before the fight, as long as the fighters involved are having to expect that at any given moment they will be tested, the program is sound and effective. To think that the same program would change because ignorant people don't understand how it works is laughable.
