The fact that he is a sanctioned title holder doesn't matter as Floyd isn't competiting for his belt. People don't walk to the ring last because they are a belt holder they walk to the ring last because they are accepting the challenge. The challenger traditionally walks to the ring first. If Floyd isn't competing for Pacquiao's belt, there is in theory no challenger in this fight so who walks to the ring first is up in air.
