Prime mosley could not hold two candles next to Floyd
Prime Mosley would have beaten Mayweather like a gong. Also, to answer the topic question, Mosler was rather faster than Mayweather, both in foot movement and hands.

i, personally, think that floyd was always "faster" than mosley, reflexes and all. with that said, allow me to maybe spit in the wind. people try to make a big deal of "faster", "hand-speed", etc. but that's not what separates fights that thrive on speed and quickness, by my eyes.
the difference is the application of that speed. mayweather and jones jr., for all their hand-speed, are also helped by intelligent feints. they look lightning fast after having their opponent pause due to earlier feints and hitting them with something so flush you think the opponent couldn't keep up with any of their movements. mosley seems to use his speed in explosions. paw, paw, paw, see an opening and step in firing.
at 130, yes, mosley's hand-speed and footwork were years ahead of his competition BUT, it was the vicious body work he used that hand-speed for that helped. after a couple of rounds, that body work had his opponent slowing to a crawl while he maintained his speed or even got faster. his punches, however, have always lacked the straightness of mayweather's which definitely affect their speed. and, as he went up in weight, he got a bit crazy with the weight training which, of course, took a bit of "fast" off his whole game in exchange for overall strength.
floyd. straight. see a hole, straight punch, sent straight at target, and brought straight back to prepare for his opponent's counter. for someone with hand-speed that is already world class, being able to maintain the basic theory that "the straight path is the shortest" makes that right hand damn near unblockable. then we have the slightly looping left hook that NO ONE seems to be able to counter even though he leaps forward with his whole body behind it.

also, Floyd can throw punches like Shane, but Shane cannot throw punches like floyd. Floyd throws punches from his guard, while shane throws wide punches.
Floyd's punching technique is far more difficult than Shane's.
In combination punches? yes.
In single shots? nah
In overall reaction time? nah.
theres a lot of different ways to measure speed, although people use it as a broad term.
