Floyd doing it individually on a fight by fight basis makes it so that he can actually implement the testing. If he petitioned, not only would have have some rich opponents going against him, the commission isnt about to do anything unless they are forced to.

petitioning the commissions is virtually pointless, unless floyd has alot of political backing and has the backpockets of either several promoters or politicians, its not going to happen. This would endanger a ton of fighters/fights for alot of fighters who are likely either using/cheating in some way shape or form. Alot of fighters would be subjected to it and alot of promoters likley would do everything they could to try to stop it.
Unless floyd has a heavy lobby or could potentially get power players like a harry reid to back him, its not going to happen. Things in boxing almost never change unless there is either a death, or heavy media coverage that forces them to do something. Floyd would need a ton of money and alot of political backing.
Boxings commissions have some of the worst and outdating drug testing methods as have been pointed out by alot of sources in recent months. Promoters like it this way, it doesnt endanger their titlists and the money keeps coming in.

I'm all for OST... but all I gotta say is, if you want it, you better be willing to put up some money and work to make it happen. that means if you're a promoter and you like OST, then you better make sure all your fights have OST. If you're a boxer and you want OST, then you should pay for OSt for every boxer on your undercard. If you're a fan and you want OSt, you should demand it from every boxer. failure to do this = loss of any morale high ground.
