I don't think Floyd is scared to fight a pacquaio who doesn't submit to USADA testing, he just knows it's smarter to fight the one who is subjected to that testing for several reasons. 1 He gets credit for cleaning up the sport, 2 it's a negotiating tactic, and 3 if it actually cleans up the sport that is certainly something mayweather is for. But the first 2 more importantly.

Guys, roids can only do so much. We have seen examples of roided fighters who have lost (Vargas) or looked sluggish (Mosley) both vs De la Hoya.
Pacquiao could be having scrambled roids on toast every morning for all I know, but even in my most anti-Pacquiao days even I recognized he is a great fighter.
