Mike Tyson did:
1.55 million buys against Peter McNeely after getting out of jail.
Just under 2 million for Holyfield 2 and Lewis

Tyson hands down was a draw that transcended the PPV scene, I think there's potential for new records to be broken but at the moment Tyson holds that reign...
exciting heavyweights tend to draw more that the light weights but Oscar got the mainstream's attention post-Tyson and basically gave Mayweather and Pac their star power they have now. Also Mayweather/DLH still the biggest PPV to date.

Tyson was in jail and was out for 4 years during his prime. I'm pretty sure if that didn't happen it would've been a different story.
