The thing you have to look at indeed is their complete body of work if you're talking about a 10 year span. The real difference between the two is Floyd's been in the spotlight longer, but...during that time frame Pacquiao was sealing his own legacy with the fights he was having with Barrera, Morales, Marquez. They weren't Box Office hits, but in the world of Boxing Pacquiao was already a name before his first big opportunity at the BIG STAGE against Oscar. That fight put him over the top as it did with Floyd when he fought Oscar. When it comes down to it, it's about excitement. Pacquiao brings that, while Floyd can from time to time but chooses to be more reserved which with casual Boxing fans doesn't usually sit well. Would I have been mad if Floyd was named fighter of the decade above Pac? No, but I'm also not mad that Manny got the nod either. I think mostly biased fans towards either Pac or Floyd bicker, the majority see it for what it is. to add, pac has been world champion at 2 divisions already even before he fought MAB the first time.

They gave it to him based an incredible run starting in 2003 and the fact he accomplished basically all those records for titles won in the 2000's.
