Because there is nothing more he can do as regards how he beat his opponents. Only have more fights, but that isnt neccesary. He showed what he could clearly do with the fights he had and has had.
Burner's opinion is as good as anybody here in NSB, it doesn't matter if he thinks that pac is at top 30 or whatever he wants, the important thing is the boxing historians and boxing experts will put pac at the very high list of ATG thats what really matters.

I'll be honest I'm a Pactard. My view of old school fighters is all I've seen on youtube. I think Pac is just as fast and as strong as the best of them, if not more. Also I think fighter today are a lot more technically sound. IMO Sugar Ray could easily won 10 belts if he did what Pac did in this era (cmon Diaz to win a belt? Suga rwould have done that in 3 rounds). Having said that I'd place Pac in the top 30 as a biased Pactard. And while I'm no Flomo I think technically speaking Floyd is in the top 10 best technical boxers(not top 10, just based on technicality). If he could beat Floyd I'd say an easy top 20 if not top 15. But like I've said I'm a pactard.
I may not be the biggest fan but I've actually seen clips of Louis, Ray, Marciano, Johnson, Armstrong, and more, but they're just clips so it's hard to base it on just that, but too be honest I doubt many fans on here even have actually looked into who Langford was. So I think my opinion counts.

The fact that the way things are going...floyd vs pac would be for the undisputed and linear welterweight championship....a floyd victory, while not automatic by any means...would warrant serious consideration for top 10 in my opinion.

Max Rosenbloom won 222fights with only 19knockouts. 13 of which came in his last 20 fights. and yet most people would have several modern era fighters like leonard and hagler several spots higher on the all time list only fighting a fraction of rosenbloom's total rounds fought combined.

Pacquiao has already racked up 56 professional fights.

I think he's top 20 now. If he beats floyd he'd be somewhere between 8-14. If by some miracle he beats Pavlik or whoever is the rightful middleweight champion at the time he'd be between 2-4 somewhere between Armstrong and Ali.

I didnt say it would automatically make him 8th. I said somewhere between 8 and 14th and thats a pretty big leighway because it would have to thoroughly evaluated depending on what fashion he beats floyd, historical signifance of the victory and comparison to the fighters in those spots now.
I also quite frankly have not given serious thought to my top 25 in years and dont have the time nor desire to analyze it that deeply. I do know Pacquiao has done enough to be somewher between 16-20 all time though.
