Technically you are right, but Cotto has signed to fight Foreman so he's not a Welterweight anymore really. Also, Berto hasn't done enough to warrant being ranked over Clottey, he needs to step up his opposition really. A lot of people get confused with Berto and think he's elite but he is very green still and fighting a low calibre of opposition, his paper title was a gift. A gift directly from floyd.
