I really believe the object of the request for random blood testing and the recent accusations were all about playing mind games, as per PBF's customary pre-fight strategy. It was all about getting in Manny's head and make him blink.
Unfortunately, this all backfired when Manny refused to agree to the demands, which is his right, as he has never tested positive for performance enhancing drugs in his entire career. There was no reason to test Manny with any kind of "alternative" or "additional" testing because he has always been clean.
So why would you drive away an opponent that you think you would beat easily and make $ 40 million doing it? It doesn't make any sense.
Now the plan has all but backfired and they may have to pay up if and when Manny wins his case against them.

If his reputation was more important then he would have gone through with the tests. Now he will continue to be doubted and questioned about why he gave up the biggest fight in boxing, people will doubt him now for the rest of his career. Even if he takes the tests at a later date against Mayweather or someone else people will always wonder if he had something to hide during these negotiations.
