I think that Team Pacquiao accepted the testing by a 3rd party agency, before knowing of the USADA's policy on random testing up to the day of fight. The cut off seems to be their only problem with the USADA's testing, and rightfully so, being that their fighter has openly stated that it affects him to have blood taken so close to fight night. Whether or not that is true physically, we will never know...but if it affects him mentally, which it clearly does, then we can see why Team Pacquiao would object to this style of testing. That's where Arum and Team look to have made a foolish mistake. You would think that before accepting or agreeing to undergo Olympic-style random testing, they would do more research on the USADA's policies and procedures particularly when Arum himself is an attorney with the resources to undertake such a task. Instead, they find the option viable and assume "random" means that cutoff dates would be allowed. They found out that "random" to the USADA means just that. The USADA further declines to guarantee a cutoff date for obvious reasons. Whether or not Arum's statements of Manny having a phobia to needles is true, it was an obviously careless statement in light of the fact to the contrary. But it is what it is.

Here’s where the rubber meets the road. Drug testing has been mandatory in boxing for how long now? No boxer is ever suspected of or accused of being on PED’s. BUT each and everyone is mandated to submit to drug testing as per the athletic commissions’ guidelines, whether it‘s the NSAC or the CSAC. He may not have tampered with any athletes' supplements or concoctions in the past and got busted, but his statement will still raise concerns, particularly if it is ever brought up in court and expert witnesses are asked if those statements are likely to cause concern or not. Either way you put it, Manny's name has been embroiled with the word steroids and blood test refusal. They don't want to take blood tests for 30 days before the fight. It takes up to 48 hours for the HGH half-life to clear out of your body. Look it up. small doses of HGH has 48-72 hours of detection. In large doses the new test can detect it for at least 2 weeks. however generally athletes doesn't use HGH because it does very little and the complications far outweigh the benefit.
