I see no problems there. Both teams would want certain things in their favour so as to cater to their advantage. Pacquaio would prefer the fight to be at 145 and Mayweather would prefer a larger ring. It's why it is called negotiation. This has all been sorted however.

It depends on whether Pacquiao is doping or not. If he is, then the time and place he would dope would be during training. This is why random testing would be needed. If Pacquaio knows in advance when the drug testers would be taking samples, he would have ample time to allow any drugs to flush from his system.
Taking blood after a fight may not show up any drugs that he may have taken during training camp in the previous weeks. So no, this is not enough.

Certain types of PEDs can be eliminated from the body within a very short period of time. If Manny were to take these during training camp then there would be minimal chance they would show up in a drugs test several weeks later.
