For fear of being outsmarted by Floyd Mayweather Jr., Manny Pacquiao, by way of his lawyer Franklin Gacal, said in a text message late Tuesday night in the Philippines that the Filipino fighter will be “demanding a penalty of $10 million per pound or a fraction thereof over and above 147 lbs during the weighin” in relation to the March 13, 2010 fight at the MGM Grand in Las Vegas. Gacal, however, made it clear that the “penalty applies to both fighters”, meaning if Pacquiao fails to make weight, he will also be forced to cough out the same amount.
Against Juan Manuel Marquez last September, Mayweather was compelled to pay Marquez a total of $600,000 for coming in at 146 lbs. The agreed weight was 144 lbs. Mayweather went on to beat the overpowered Mexican on a lopsided 12-round decision. It is unclear if Mayweather will agree to what appears to be an over-the-top demand by Team Pacquiao. Top Rank and Golden Boy Promotions are staging the fight and a formal annoucement is being awaited anytime this week. Both fighters are guaranteed a purse of $25 million each and their total earnings can go up to as high as $40 million apiece.

This is a direct result of Floyd's doing. PBF already thinks he's the greatest ever so he doesn't have to do things that other boxers routinely do, which is to make weight. OK, so he only did it once against JMM. But doing that lead to this demand.
Normally, I'd say an athlete of Floyd's caliber wouldn't dare pull the same bitch move twice, but we all know the truth: Floyd DOES NOT CARE what the media or fans think. All Floyd cares about is WINNING AND MONEY. He will come up with whatever convoluted reason to justify his dishonorable actions to Brian Kenny.
At first, I thought $10 million was too high. But I'm guessing Team Pacquiao started with this high number so there's room to negotiate to a number that's more reasonable that will still keep Mayweather honest. If the agreed sum is too low, Money will have the option of ignoring the agreed weight limit. (I'm assuming the fight would go on if he goes over because it's impossible Team Mayweather would agree to a fine and no fight. If Team Pac is demanding a fine and then no fight, I suppose it would be for Mayweather wasting their time and effort.)
For those saying Pac is scared of Floyd coming in overweight, to me it's more about Floyd not having to worry about cutting weight. That's the real advantage.

Floyd can always make it at 147lbs, if he wants to, so how can there be a penalty for him?
UNLESS, he is planning to go over the weight limit, then he should be angry with that kind of demand in the contract.
Pacquiao is willing to take an Olympic type of drug testing. It's only Roach who is crying about having to test within 6 weeks before the fight. But that's Roach, eventually he would give in to Pacquiao's decision.

It's not idiotic, it makes perfect sense. If they went for just 1 million a pound, what's that from a 40 million dollar payday? This way it will cost him heavy, think about it, even if he goes over 2 lbs, that still leaves Mayweather with 20 mil, that's not bad, eh? They just want to make sure Mayweather doesn't cheat, AGAIN.
