Honestly, the term "n i g g e r" means nothing to us... I mean, if you are black and you are in Philippines, when someone called you "Negro", please don't get offended because it's just a term used by Pinoys to call on black people.. If it's from one black to another, it doesn't matter how they say it. But "er" is just wrong so we don't really say it.
