It would be similar to saying Paul Williams is the best P4P currently, although I think Floyd was more highly regarded to the hard core fans at that point then Willaims is currently but it is close enough. Chad Dawson would also work.
Back then Floyd was not that well known at all, some people did consider him to be the best back then but it was kind of like something to do to look in the know I don't know if people really believed that or not.
It is funny to think about how far Floyd has come because really that was not that long ago.

No. Accordin to boxing noobs that post on here, p4p is an official title that is won or lost in the ring, which justifies their claim that Mr boat buyer is still the top guy. He got bumped up via elimination just like Pac did. It's just that he quit as opposed to losin.
