Again, you can be born with the technique to throw harder shots just as you can be taught it. When they say someone is born a puncher it just means that they didn't have to be taught. Anyone can learn to punch with as much force as anyone their own body weight. The speed of the punch can vary the outcome on if that same punch results in a KO or not.
i believe if u put ur mind to it n ur willing to learn u can accomplish what da fuk u want, n that includes becoming a world champ wit no natural ability

Tommy Hearns as an amateur had over 160 fights and only 7 KO's. Once he turned pro Manny taught him how to really punch to hurt people.
So the answer is a puncher is made. True punching power comes from form & technique, most of the time.

punchers are born, but boxers are made. its possible for a crude puncher with the right trainer and attitude to become an atg boxer.

Kind of both. You can be born with power but what that really means is that you were born to naturally apply the proper technique to throw powerful shots. (weight shift, proper punching lines, etc.)
Power can be taught but it takes a very good student to apply it. Guys fight with what feels natural and if applying proper technique doesn't feel natural, most won't do it.

yeah he could get the chance to knock out a skilled boxer
BUT a skilled boxer would know how to move around the ring properly
and not leave an open shot to lose .

I'd say world title level. Once they reach world title status, somebody with more skill will beat them.
Or they could viciously KO the more skilled boxer.
It's all relative. Frazier beat Ali, Foreman destroyed Frazier, Ali beat Foreman. All three are ATGs and legends in the ring. Frazier was a fighter, Foreman was a puncher, Ali was a boxer. Styles make fights, sure, but ultimately it has more to do with the boxers ability to do what they do well.
