I'd say Cotto because he has fought all the top welters and most boxing analysts and experts are picking Pacquiao to win, plus Pac is #1 P4P. Mayweather on the other hand is the heavy favorite to win against JMM and his level of competition the last couple years has been questionable .

Cotto is higher, Mayweather has been out. If Mayweather beats JMM and winner of Cotto vs Pacquiao, he is back at number 1.

i thought p4p means a fighter that can fight in multiple weight class? is a limited fighter who cant fight anymore below 145 and dont fight at 154 can be called a top 5 p4p? if cotto fights a bigger man, he can get high p4p rankings, but fighting a midget will not get him that status. mayweather already proves that he can fight in 130-154 so he will be higher in p4p to cotto and floyd will reclaim #1. pac will still be #2 and jmm #3. cotto would be #5 or #6. a giant Fighting a midget is not how you get high p4p rank.
