there’s a cord that hangs under the console—it’s kind of a loop
I think this is the cable you pull if you want to stop the treadmill. You attach it to your hand while running and if you accidentally trip or fall back or couldn't catch up with the speed of the treadmill, you pull the cord or your body going backwards will pull it and it will immediately stop the motor.
It is a short cable and if a 4 year old puts it around her neck and somehow falls, it will act like a noose and keep the child suspended or "hung" by her neck.
It's what you call a safety cord, which is kind of ironic.

Police: Mike Tyson’s daughter on life support

PHOENIX (AP)—Boxer Mike Tyson’s 4-year-old daughter is on life support after she was found with her neck on a treadmill cable Monday, police said.
The girl’s 7-year-old brother found her on a treadmill with her neck on a cable attached to the exercise machine at their Phoenix home, police Sgt. Andy Hill said, calling it a “tragic accident.”
The boy told the girl’s mother, who was in another room. She took the girl off the cable, called 911 and tried to revive her.
Responding officers and firefighters performed CPR on the girl as they rushed her to a nearby hospital, where she was in “extremely critical condition” and on life support, Hill said.
“Somehow she was playing on this treadmill, and there’s a cord that hangs under the console—it’s kind of a loop,” Hill said. “Either she slipped or put her head in the loop, but it acted like a noose, and she was obviously unable to get herself off of it.”
Hill said former heavyweight champion Tyson had been in Las Vegas but flew to Phoenix immediately after learning of the accident.
Tyson could not immediately be reached for comment. Calls to three of his representatives were either not returned or not answered.
Hill said everything in the investigation pointed to an accident. “There’s nothing in the investigation that revealed anything suspicious,” he said.
He added that responding to calls involving children is an officer’s most difficult duty.
“Those are the things that stay with you in your career,” he said. “We always home for a miracle—not to have the worst happen to a child.”

The daughter of boxer Mike Tyson is in critical condition after accidentally hanging herself, according to multiple media reports in Phoenix.
Four-year-old Exodus Tyson was found hanging from a cord on a treadmill by her 7-year-old brother, according to reports. Her mother cut her down and began administering CPR before paramedics arrived.
"Apparently she and her older brother were watching TV in the TV room," Phoenix police sergeant Andy Hill told KTAR radio station. "There was also a number of pieces of exercise equipment, and somehow the little girl got herself on a piece of equipment and she ended up kind of choking herself."
Police told the media that the girl was in extremely critical condition at St. Joseph's Hospital. Mike Tyson was reportedly not at the home at the time of the accident but was rushed to the hospital.

Even though for some reason the report looks like its trying to hint that Tyson could be to blame, I wish her luck and hope she pulls through.
I doubt Mike is responsible for it though, it never said he was present at the time and I doubt he would do anything to hurt his kids like Ivansmamma said. He doesn't look like the type that would try to cause harm to any of his kids, I mean people try to make out he is the type but most people know/think he isn't.
