I certainly would. IMO Marquez has already outdone Pacquiao's stint at lightweight by beating Casamayor and Juan Diaz. If Marquez beats Mayweather at 147 then that will again outdo Pacquiao's victory over ODLH at WW. The only thing left for him to do to solidify his greatness over Pac then is to beat him at 140.

I would be very impressed if jmm beat floyd, but since pac still has 2 victories over jmm, I would still consider pac > jmm.
Its a big if and its a big step for JMM to take but if he somehow managed to do it then yes i would regard him as a more accomplished fighter than Pac.
It'd be better than any single win on Pac's resume for certain
Whether it's quite enough for him to fully overtake Pacquiao is debatable. Or maybe not actually
But if he went on to beat Pac then yes it would put him above him
