Mayweather has only had trouble with fighters who have near-equal or greater reach/height specs to himself. Of course, good speed and decent boxing ability is another criteria. Castillo, Corley, De La Hoya, and Judah all had pretty good reach/height.
Has Pac shown an ability in the past to neutralize reach and height disadvantages? I know Morales and De La Hoya are two obvious answers, but Oscar's performance seemed to be an aberration as far as how bad it was right out of the gate, and Morales did beat an albeit greener Pac. I know that Pac has speed similar to some of those that troubled Mayweather, but he is lacking in reach and height which so far has been a necessary formula to give Mayweather trouble.

Floyd doesn't clinch, he forces his shoulder into his opponent and uses his right hand to do short uppers on the inside. Hatton's style is "punch-hug" not Mayweather's. Dont confuse Hatton's failed attempts to hug with Floyd's brilliant defense.

You are right that he generally does not clinch, HOWEVER he clinched in the Hatton fight to throw Hatton off. I would not be surprised to see that tactic back in the arsenal, but its possible he wont use it because Pac will not pressure that much.

What Pacquaio has over the names you've mentioned is foot speed. So that would compensate
There were times in the Hatton/Mayweather fight where Hatton was able to use his good foot speed to get into the pocket and land on Mayweather, but he had trouble getting out or going too far in and getting an elbow to the mouth or clinched. Also, once Mayweather got more aggressive he was landing on Hatton as he came in, even after Hatton had slipped a first punch.
One more thing about a Mayweather-Pacquiao fight, Mayweather seems to have some problems with guys with stiff, hard jabs, it seems to throw him off rhythm and off balance sometimes. Pacquiao's jab has improved a lot over the years and it should only get better now with Michael Moorer in his camp, Michael Moorer had a great southpaw jab, whenever Moorer was able to get off with his jabs, he won his fights, apart from the Foreman fight, which he was winning until that knockout.
My answer is no................he will eat jabs all night, if he doesn't....he controls the tempo and prolly gets the win.

Pacquiao doesn't just have similar speed, he's faster, faster than anyone Mayweather has faced.
Morales is the same height and has the same reach as Mayweather.
The main trouble he will give Mayweather is his workrate and speed. He will pressure Mayweather greatly and combine it with his speed and power.
I don't see Mayweather having enough answers to deal with Pacquiao.
I'll just interject my opinion: I have not seen a lot of pac fights so I don't know how much evidence there is that he can neutralize reach. However, I don't think mayweather can be beaten by pac unless he lands some "lucky" punches and hurts him or Mayweather is so cowardly that Pac wins on activity. Even if Pac makes it inside, he has to be careful not to make it an inside-fight. Pac is not comfortable there and Mayweather has been allowed to use elbows and forearms numerous times in his career to create space. Pac needs to stay in the pocket and slip punches like a madman to win. He wont have time to catch and counter from a distance against Mayweather-type speed and reach advantages. Look for welterweights with greater or comparable reach to beat Mayweather.

It does work against Southpaws. It actually works better against south paws. Because they get left open to the right hand counter after rolling their punch.

If Pacquiao doesn't get hurt from the counters then dont expect to see Floyd fight "offensively" the whole fight.
