It depends on how you look at it. I don't think any boxer will ever make as much as him, so in that way yes.
For the most part, Oscar was the last of the big headliners in Boxing. You can say Pacquiao and Floyd are now, but they've just gotten to that position. Oscar has held that title and has been the figurehead of Boxing for close to 10 years.
Competitively was Oscar the last great? Nah...is he the last great as far as being the star attraction for the sport? We have yet to see who'll take that torch and ride with it.

i don't agree at all with what they said... but honestly... sportscenter fans... the one's that only watch sportscenter to know what happens and don't watch any fights b/c they don't pay for HBO or SHO... seriously... what active boxer have they heard of??? ODLH and Mayweather... were the only names people could give me at work... so i think espn only said that in THAT sense... even though i don't agree with them
They are just on DLH's sack because he is a big, big star. Legitimately, they have to know that's a line of rubbish but at the same time his career was not a joke and he did make the biggest money fights out there.

Although i dont see a boxer being a household name like an oscar de la hoya that doesnt mean that there aren't boxers out there who are known outside of boxing...and why is kelly pavlik boxing's last hope?
