I can tell you from my experience in the marines. I was going through marine combat training and one of things we had to do as a squad was fight with our instructor with boxing gloves on. While one of us fought with our instructor the rest of the squad had to stay in the squad push up position, with there legs on the shoulder of the guy behind them.
It was my turn to go up against the instructor. Marine corp black belt combat instructors go to through a lot of combat training. In fact they have to go to quantico virginia to go through there black belt training.
Prior to joining the service I had boxed for two years. Where I got my ask kick on a daily basis by a guy who made it to the olympic trails and was new jersey golden glove champ. I also got my but schooled once by former world title challenger and silver medalist winner hector lopez.
So when it was my turn to go at it against my combat instructor I beat the shit out of him.
my experience was not a against a navy seal but black belt marine corp combat instructors go through a lot of hand to hand training if not more than a navy seal. Also my experience was not on the street but a lot of military combat training includes your rifle, or bayonet.
but at when its all said and done the boxer does way more hand to hand training with gloves on than a navy seal does with out gloves.
so i favor the boxer and any combat athlete against any us special forces.

in a street fight the navy seal win. but in a boxing match you have to give it to the boxer. we would have to know which is one the boxer because if you tell me the boxer is charlie z then. anyone would beat him
Navy seal would win Floyd or Ali doesn't matter unless the boxer manages to hit them hard and clean as the Navy seal comes in close for the attack they'll lose because the Navy seal will out grapple them and / or break / strike pressure points on the inside bringing the boxer down.
So basically not a case of who will win every time but a case of well most likely the seal would win.

The issue with krav maga and all the other "break bones anything goes" type martial arts is that its impossible to practice them. The Seal guy has likely never used anything he learned in a real life situation, hes never had to do it under pressure. The boxer has plenty of contact fighting and its more likely he can do it by instinct and underpressure or while drunk.
You really think that the other guy will just stand there and offer up his vitals in a street fight and say here is my neck please break it? Its not going to be that easy when the other guy is punching you in the face.
What weapons is the Seal guy allowed? Is the boxer wearing gloves? Are their any rules? What size boxer and how skilled? Same for the Seal? How do you know the Seal isn't a martial arts expert? Can you see how ridiculous this kind of argument is....?

Have you seen how fast a boxer is without gloves on? i was watching WITTER, a guy who isnt that fast, punching without gloves, and i couldnt even see the puches, just a blur... now imagine someone like RJ or FMJ punching without gloves...
