deevel you're right but I think that while the rust may affect him, it's not that big of a deal for a fighter of Winky's stature, age and experience to take an extended vacay. They almost all do, Hopkins for instance. Speaking of Bernard, the last time I saw Winky he fought on almost even terms with the Executioner. Yeah he looked bad and struggled but it's a lot better than losing to Carlos Quintana.
Williams is too much of an enigma to put over Cotto just yet, although I think he'd beat Miguel. But if he's able to decisively beat Winky (and Winky doesn't look 100) I'd have to put him right up there with the very best in the world.

Cotto has a very accomplished record at 140lbs which is often overlooked, has a win over Mosley and a win over Quintana, who holds a win over Williams.

I, personally, based on body of work, would put Cotto higher on both lists. But I wouldn't put up a huge argument if Williams was ahead.
If Williams beats Winky, I'd have him over Cotto P4P.
