If you're talking about Pacquiao at his best with his movement and everything, he beats McCullough.
If you're talking about the 122 pound version of Pacquiao, it's a tougher fight to pick because Pacquiao was more 1 dimensional and just came forward to land his left hand without much of a right hand, which would allow McCullough to get his punches going, it's a tough fight to call. Would be very entertaining though.
