SRR yes (not sure if you mean him), but Leonard, well not really. Leonard only had 40 fights and even though he fought mostly top competition, his prime was short because of the eye injury (1979-1981).
Duran on the other hand was at the top of his game from 1972 to 1980 and only lost to Esteban DeJesus, a loss he avenged twice. Even past his prime he managed to win the light middleweight and middleweight titles.
Leonard's comeback is considered to have been successful but his split decision win over Hagler and the draw against Hearns could've gone the other way, actually the draw should've gone the other way.
That draw was a daylight robbery to say the least, everybody knew including Sugar Ray that the Motor City Cobra won that one...

I agree with Duran being ranked higher that Sugar Ray too, it doesn't really matter where Duran was ranked as long as Leonard is a notch below him. The big difference was where Duran started his boxing career and where he ended up after he retired, from the Earth to the Moon...

just for the record the list isn't just on skill and accomplishments alone, they also take other things into factor like how popular/appealing one is for the sport. That's why oscar is on the list, because his greatness isn't simply measured as what he accomplished in the ring, its also measured as what he has done for the sport and how he appealed to the masses like no other (in our time).

Just for the record, I have no complaints Oscar being there, but I do agree with Soir with Iron Mike higher in rank (or lower in the numbers rating) against Oscar if we based it on your take. Tyson was more popular than Jordan and Gretzky in their time, and that says a lot...
