Cotto was a stablemate of Mayweather and they never liked each other. Arum was giving Cotto a lot of attention and baby Floyd didn't like that. So they competition was there and it was clear that Arum wanted to match them up against each other in the future. So that being said the history between them was much greater than with Hatton if it ever existed at all Hatton only said a dumb comment after a fight and Floyd jumped all over it because he knew he could beat him. I understand floyds welter resume was lackluster, but thats one division. At 140 NOBODY fought ANYBODY, that includes cotto, hatton, and mayweather. Tszyu losing to hatton threw that division in disarry, since hatton basically ducked floyd, cotto was too young and green, and floyd was looking to basically move up anyway with no real threats at 140 other than tszyu and hatton, which neither fight would ever materialize.

Manny was anything but the aggressor yesterday. He kept his distance and killed Oscar with the lead lefts, then he occasionally went on the inside quickly, and got out after getting a few shots in.
He could've fouth Margo in what would've been his biggest payday to date, so what stopped him. And Cotto was an established welterweight that actually fought other top welterweights, he wasn't making a division jump.
What stopped him was he did fight the linear champ for the same money. Either way i already awknowledged that mayweather welter resume was lackluster but its not all on mayweather, since frankly, the only reason i seriously think he moved up was to take on Judah, whom at the time was the king of the division, so he fought both undisputed and former champs. At the time margarito was the number 1 welter, but brought nothing to the table other than the fabled offer.
