Arguably. I think a strong case can be made for Fighting Harada too.

He was the first Asian World champion.
He had 109 fights in just 6 years as a pro before his tragic death at the age of 23.
He Koe'd the legendary Jimmy Wilde.
In his time, he was star and a big draw here in the US.
manny grew into a natural 130 to 135 pounder, he would be way to green for galaxy at 115, I still would have loved to see khaosai vs manny at Junior featherweight or feather weight, galaxy had the power and chin to move up a weight class or two well techinally 3 if the fight was at feather weight.
I think manny has a slight edge over Khaosai Galaxy based on his wins and competition, I really like galaxy though 19 straight title defense with 16 knockouts.
Yep, Pac's competition is better but I think that Galaxy's defenses and unbeaten championship title run even it all out. Hard to say though. I very much favor Harada of all of them to be honest. He beat many great fighters in a time of one champion per division when the guys fighting in his weight divisions were utterly amazing! I've watched his fights with Rose and Famechon x2 so many times I've lost count. Incredible fights and that was when he was just starting to slide as well.
I think one of the big things that gets me though is that he is the only guy to have beaten the great Eder Jofre at the height of his unbeaten prime, and he did it twice! Unified bantamweight at a time when it was one of the deepest talent pools for that division ever. Also beat the great Thai champion fighter Pone Kingpetch for the Flyweight title. Fought two of the greatest Australian fighters ever in Johnny Famechon and Lionel Rose, both ATG featherweight titlists, for the FW title. Lost to Rose and also lost to Famechon in a very controversial bout which resulted in a rematch in Japan, but Famechon fought one of the best fights he ever did and scored a 14th round TKO. Fantastic fights those three! Especially the Famechon ones. Two must see fights. Harada was a stunning fighter.
Anyway, it's very possible that Pav is the best Asian fighter but to say he is obviously the best is outrageous or even that he would beat them prime for prime. In fact, I think Harada would beat Pac at that weight. Harada was an absolute monster and I think he would match up badly for Pac. Would have been an incredible fight either way though.
Manny, I would have to say.
I've always wondered how Bruce would have faired at 135, or 140. Because he would have been devastating offensively. If he had a decent chin, I think he would have been pretty hard to beat.

Khosai was a champion only in one division ..115.
He only fought in Asia against unknown opponents.
Pac is a champion at 112,122,126(Ring),130,135.
He'd beaten legends like barrera,Morales,Marquez and now moving up to 147 to fight Oscar.
PAC resume dwarfs Galaxy's in my opinion.

Khaosai Galaxy will be too slow for the Pacman, sure KG got power but his style fighting toe to toe will make Pac looks good. A southpaw fighting a quicker and puncher (plus skills) southpaw will be too much for Galaxy.
Elorde who was known as a brawler in his entire boxing career will get maul badly. (Im pinoy pal)

harada and khaosai are super flyweights in their prime. manny was too big for super flyweight since he was in his teens.
not fair to judge a teenage pac at 115 against those guys in their prime. nor for harada and galaxy to fight at 122 and up against pac.
the only real fair matchup would be flash and pac but i think pac is too strong for elorde even though flash fought at 130 and 135.
